Recognizing the efforts of The Office of the United Nations High Commissioner for Refugees (UNHCR) to form a framework on national [D  4] refugee policy, revised refugee legislation and statelessness legislation, national IDP policy and legislation consistent with international and/or regional standards, [D  5] 

 

Further recognizing that the mismanagement and the inability to accommodate refugees and internally displaced people within Somalia is not only a cause of persistent security risks within Somalia, but for fellow African states who are hostcountries[AD6]  for refugees fleeing across borders,

 

Fully aware of the need to further develop The Famine Early Warning Systems Network (FEWS NET) to further develops an efficient strategy of spearheading a crisis response system, especially within refugee camps,

 

Deeply concerned by the security issues that threaten the refugees from famine and the humanitarian agencies providing communities with aid in order to allow for the establishment of infrastructural conditions for and safety in the distribution of humanitarian aid,[D  7] 

 

The African Union,

 

1)     Endorses a framework aimed at improving the efficiency ofproviding humanitarian aid to refugee camps through:[D  8] 

 

a)     creating an effective system of logging data to improve the allocation of humanitarian aid in accordance with the needs amongst refugee camps[AD9] 

 

b)     developing an accountable and efficient chain of command system for food distribution within refugee camps as well as in between refugee camps

 

c)     establishing a communication network among all refugee camps to coordinate the distribution of refugees among camps in order to minimize issues caused from the overflowing of camps such as, violence, the spread of diseases, malnutrition;

2)     Taking note of the issues of food security as they pose a major complication toward the wellbeing of the Somali people, both internally displaced peoples and refugees,[D  11] The AU [D  12] calls for continued annual monitoring by the ISO[D  13] [D  14] to continue improving the quality management system this effort must place an emphasis on:

 

  1. insuring crop sustainability[AD15] 
  2. enhance food security
  3. relieve finical burdens
  4. promote employment creation,

 

3)     Furtherproclaims the need for a well-organized system of action[AD16]  geared toward reducing unnecessary hardships during a famine;[D  17] 

 

4) Encourages international, regional and national partners to share data and concerning climate and changing food security conditions;[D  18] 

5)Collect[AD19] data concerning water and food security to develop a plan of action for humanitarian aid.[D  20]
